The European Union is looking at Ukraine's fleet of heavy transport
aircraft arsenal for its Rapid Reaction Force, and this topic was discussed
this week during a visit to Kiev by Javier Solana, the EU's security
supremo, and Chris Patten, its external affairs commissioner. By using
Ukrainian equipment until the Airbus A400M comes into service, the EU could
bring forward the date of autonomous operations without American help. (The
