Stealth, counter-stealth. The loss of the first U.S. F-117 stealth fighter over Yugoslavia illustrates that even "brilliant" technologies lose their luster. At Zhuhai China revealed that it is working both to exploit and to counter stealth technology. An apparent private company comprised of professors, Seek Opticals Technic, was marketing stealth radar absorbent coatings and stealth design services (See Photo 2J and Photo 2K). They were selling radar-absorbing coatings for aircraft canopies and more solid structures (See Photo 2L). There was no indication that their products were linked to any existing PLA programs. CASC Institute 23 revealed its J-231 Mid-Range Surveillance Radar that has "High capability of detecting anti-radiation missile, high anti-stealth capability" (See Photo 2M). It is described as having a 260-km range. An engineer from the institute said China has been studying counter-stealth principles for decades. If this radar indeed has an anti-stealth capability as advertised, and was aggressively marketed, it could degrade an area of expensive U.S. technology investment
