Virtual Missile Defense?

Hi folks,

I have found an interesting article (perhaps a draft?) arguing that missile defenses are
necessarily virtual. Namely that their primary purpose is to make the enemy believe that they
work and not to actually destroy stuff. That way, they are almost as effective, for a fraction
of the cost.

What do you think? It would be nice if someone could translate it into Russian.
