question about Russian navy flags [Форумы Balancer.Ru]

I'm a military enthusiest and come form P.R.China.For these flags below,I 've consult with two websites ,www.navy.ru and flagspot.net, and find anything. I doubt it could be some changes happening in application of modern Russian navy flag.Now,I want to know the meanings of the flag respectively with one star,two stars or three stars. Any suggestion on the subject would be appreciated.Thanks:)

It not is the Russian naval flag
It is "tag" of the admiral
The commander of a squadron or fleet "tag" on if he move to boat

In a photo with a boat (on a boat there are commanders by the Russian and Ukrainian fleet (accept parade) Therefore two flags)

In yours liks there are flags of "chiefs" only for USSR
After acceptance of a flag Russian Navy in Russia have appeared similar
